The United States and Russia agreed Thursday to step up joint efforts to keep nuclear materials out of the hands of terrorists as Russian President Vladimir Putin pledged his nation’s commitment to democracy and vowed it would never slide back into totalitarianism. After a 2 1/2-hour meeting between President Bush and Putin at a 14th Century castle overlooking the Danube River, the two leaders said they would work together to secure dangerous nuclear materials and shoulder-fired anti-aircraft missiles that could be used in terrorist attacks against civilians.
