Hydro-Québec president promises to act fast to correct situation at power plants. Hydro-Québec is admitting it failed to introduce proper security measures at its power installations in response to the Sept. 11, 2001, terrorist attacks after a news report uncovered important security flaws. “What I have seen is not acceptable and we must act fast,” Hydro-Québec president André Caillé said. “We are now in operational mode to correct the situation.” The utility’s president of production, Thierry Vandal, conceded that the implementation of stringent security measures has been too slow.
