The Communist Party of the Philippines (CPP) and New People’s Army (NPA) will remain on the US government’s list of foreign terrorist organizations, US Ambassador Francis Ricciardone said. “This is not an issue of labels for us,” he said. “This is an issue of identity. When an organization kills and boasts about killing and threatens to kill, and burns capital investments and livelihood for people… when it murders mayors and soldiers of your country who are delivering disaster relief, that is terrorism.” The CPP and NPA are still engaged in terrorist activities and are known around the world as terrorists, he added. Ricciardone said the CPP and NPA have been placed on its list of foreign terrorist groups because of their own actions, and their removal from the list will depend on their actions. “It is not an arbitration by my government or the EU (European Union),” he said. “The entire world recognizes them for what they are and what they do.” In fact, he added, the CPP and NPA’s classification as terrorist groups were created by the rebel movement’s own activities.
