Fierce shooting erupted today outside the palace where Secretary of State Colin L. Powell was holding talks in the Haitian capital when security guards exchanged fire with gunmen apparently trying to disrupt the secretary’s visit. Witnesses at the palace said that after Mr. Powell arrived for talks with government officials, there were bursts of gunfire from the direction of the Bel Air neighborhood about half a mile away, developing into a sustained gunbattle of about 10 minutes in which hundreds of rounds were fired.
