Mexican and Colombian cartels are increasingly turning to ocean routes to move drugs, and both groups maintain relations complete with representatives on each others’ turf, Colombia’s top anti-drug official said in Mexico City this week. “The organizations in both countries are changing their routes and using ingenious forms of shipping,” said Colombia’s Luis Alfonso Plazas.
