China on Friday welcomed a Russian draft resolution to draw up a new list of terror suspects who would be subject to extradition in a stepped-up global campaign against terrorism. But the United States and France eyed the plan with a measure of caution. Russia, which has denounced Western countries for granting asylum to Chechen leaders it has linked to violence, has been pushing the United Nations to take tougher action against terrorists and circulated the resolution Thursday to the other permanent Security Council members.
