A Latin American human rights court said Tuesday it could not hear the case of a man allegedly tortured into confessing murder in Mexico because the crime occurred years before Mexico accepted the court’s jurisdiction. “The court’s decision does not in any way rule on the existence or nonexistence of torture against Alfonso Martín del Campo,” the Costa Rica-based Inter-American Court of Human Rights said in a written decision. “It is based exclusively … on the rules that dictate the court’s jurisdiction.” Martín del Campo, an Illinois native who is a U.S. and Mexican citizen, was sentenced in 1992 by Mexican authorities to 50 years in prison for the killing of his sister and brother-in-law.
