The LRA rebels have temporarily called off plans for peace talks with the government following an attack by the UPDF in which a rebel emissary was killed. The leader of the government negotiating team Ambassador Joseph Ocwet told The Monitor the rebels were by yesterday not willing to hold the second round of talks for fear of being attacked. “I have talked to them and they said the army attacked their leader Vincent Otti when they were meeting to find the way forward,” Ocwet said. “They do not trust the government, but at the same time I cannot blame the government because there was no formal ceasefire in place,” he said.
