Some 200,000 health care workers walked off the job Wednesday and other union members began gathering, promising to encircle Congress and mar President Vicente Fox (news – web sites)’s fourth state-of-the-nation address. Fox was scheduled to outline to federal lawmakers the achievements and challenges of his final two years in office later in the day. But protesters vowed to try to block roads and keep him from entering the congressional compound. Officials have erected steel barricades around the building. Full Story
