As American forces pressed new attacks on guerrillas loyal to Moktada al-Sadr, the interim Iraqi government ordered Mr. Sadr to surrender immediately or face an attack on his headquarters at the shrine of Imam Ali. In an overnight assault, marines attacked a building in the inner ring of Najaf’s Old City, less than 400 yards west of the shrine.
