More than 1,000 squeegee men, beggars, street vendors and prostitutes marched through one of this capital city’s scruffiest downtown sections Wednesday to protest a new zero-tolerance law inspired by the ex-mayor of New York City Rudolph Giuliani. The “civic culture law” directs police to crack down on Mexico City’s often exuberant but illegal street activities such as juggling, cleaning windshields and charging for parking on city streets.
