President Hamid Karzai issued a decree on Wednesday ordering the “severest of punishments” for anyone who refuses to relinquish weapons under a United Nations disarmament program. The decree, which becomes law immediately, follows Mr. Karzai’s pledge last week to crack down on warlords and militia commanders who have resisted disarmament. In an interview on Sunday with The New York Times, Mr. Karzai said that persuasion had failed to bring compliance from the warlords and that harsher measures would be used.
