Leftist rebels have killed the kidnapped brother of Colombia’s education minister even though his family paid a ransom twice, authorities said. Bernardo Velez, who was killed with a single shot to the head, is the third member of Education Minister Cecilia Maria Velez’s family to be abducted and murdered, after her mother and another brother. Velez’s body was found last week near a mountain highway about 90 miles north of Bogota, close to where he was abducted in March 2001 by fighters of the Revolutionary Armed Forces of Colombia, or FARC, President Alvaro Uribe’s office said in a statement Wednesday.
