The interim Iraqi government delayed announcement of an amnesty plan for insurgents yesterday, while the leader of a Shiite militia sent contradictory signals about whether he would agree to a deal to disarm.For the second time in three days, Prime Minister Iyad Allawi’s office canceled a news conference at which he had been expected to detail a plan to pardon low-level insurgents who have fought U.S. and Iraqi forces over the last year.
