The troops being mobilized for likely duty in Iraq or Afghanistan are reservists who currently do not drill and are not assigned to units. They are members of the Individual Ready Reserve, a supplemental pool rarely called to duty. The IRR was last tapped in 1991, when 20,000 troops were called up for Operation Desert Storm.
