Peru was considering declaring a state of emergency near Lake Titicaca after protesters clashed with police, leaving 11 people injured in a town where a mob killed the mayor last month, the interior minister said. A police colonel was lightly injured Sunday as police fought protesters trying to block a bridge in Ilave, 565 miles southeast of Lima, while 10 other people were being treated for wounds from gunshots and tear-gas grenades, doctors and officials said. Angel Montes de Oca, who identified himself as a doctor at a hospital in Ilave, told Canal N cable news by telephone that protesters had surrounded the police station before the power went out, leaving the tumultuous town in darkness.
