The FBI and U.S. Immigration and Customs Enforcement have taken steps to improve coordination of terrorist financing investigations but still face challenges, congressional investigators said Tuesday. To help resolve long-standing jurisdictional issues, Attorney General John Ashcroft and Homeland Security Secretary Tom Ridge signed an agreement last May regarding the roles and responsibilities of each unit in investigating terrorist financing cases. The FBI is part of Ashcroft’s Justice Department, while Immigration and Customs Enforcement, also known as ICE, is part of Ridge’s Homeland Security Department.
