Terrorist plans for chemical attacks against targets in Europe have been under-estimated by the security services, it was reported. “We have underestimated the terrorists’ willingness and capacity to develop chemical weapons,” a senior French counter-terrorism official told the Financial Times. The newspaper said the official warned that terrorists planned using chemical weapons in Europe and were far more advanced in their plans than the security services suspected. Small groups of chemical experts had been detected in several European countries and “the thing that is most clear is that the people with the knowledge of chemicals are very organised,” the official was reported as saying.
