Prime Minister Tony Blair met the Libyan foreign minister Tuesday, the highest-level contact between the two countries in more than 20 years. Britain said the visit of Abdel-Rahman Shalqam was a major step in Libya’s journey back into the international fold and could be followed by a face-to-face meeting between Blair and Libyan leader Moammar Gadhafi. “We’re hoping very much that a visit can be arranged as soon as convenient but no date has been fixed,” Foreign Secretary Jack Straw said after meeting Shalqam in London.
