Secretary of State Colin L. Powell, seeking to prod the talks to end the long civil war in Sudan, suggested today that the United States would lift sanctions and provide economic aid if Sudan reaches a peace accord and acts further against terrorism in the Middle East. Arriving for a brief stop in Kenya on his way to a conference on Iraq’s future taking place later in the week in Madrid, Mr. Powell held meetings with Kenya’s leaders and prepared to confer with Sudanese negotiators on Wednesday. Kenya has been the host country for the Sudan negotiations in recent years. Mr. Powell said the purpose of his visit was “to keep the momentum going on these talks” after a period during the summer in which “things were lagging quite a bit.” Full Story
