The recent capture by the Central Intelligence Agency of one of Al Qaeda’s top operatives has touched off a dispute between the United States and some of its crucial Asian allies in the campaign against terrorism. Several countries are pressing the United States to turn the operative, Riduan Isamuddin, over to them for trial, or at least to make him available for questioning. The loudest and most insistent demands come from Indonesia, because Mr. Isamuddin, who goes by the name Hambali, is an Indonesian citizen. He is a leader of Jemaah Islamiyah, the terrorist organization based in this country, and is wanted in connection with a number of terrorist attacks here. Full Story
