For the John D. and Catherine T. MacArthur Foundation, the blackout that deprived some 50 million people of power last week seemed to come at a fitting time. While the power failure is believed to have been accidental, many people affected by it initially feared it was the work of terrorists. As much of the Northeast and Upper Midwest were in darkness, MacArthur was putting the finishing touches on a package of grants, the Science, Technology and Security Initiative, intended to ensure that such fears of terrorism never become a reality. MacArthur said yesterday that it would spend $50 million over the next six years to encourage academic scientists and researchers to devote more of their efforts to issues of national and international security.
