With the two-year anniversary of the Sept. 11 terrorist attacks just seven weeks away, the federal government’s homeland security effort remains hamstrung by a lack of connectivity, multiple watch lists, duplication of effort and a lack of consensus about which agency is ultimately responsible for threat-data integration and analysis. That is the concern expressed by many members of the House Select Committee on Homeland Security, which held a joint hearing today with members of the Judiciary Committee on the roles and responsibilities of the newly created Terrorist Threat Integration Center (TTIC). President George W. Bush announced the formation of the TTIC during his State of the Union address on Jan. 28. The organization, which includes more than 100 officers from the CIA, FBI and departments of Defense, State and Homeland Security, officially began work under the auspices of the director of Central Intelligence on May 1.
