The Peruvian government says it will establish 18 new military posts to combat resurgent activity of Shining Path rebels. “The armed forces are concentrated in the emergency zone,” Defense Minister Aurelio Loret de Mola told the Lima daily El Comercio in reference to the provinces of Junin, Ayacucho and Apurimac. The military is planning a two-pronged strategy. It will be emphasizing intelligence collection and development projects, the latter aimed at reducing the pool of potential rebel recruits.
