The Treasury Department and other federal agencies are pressing Saudi Arabia to monitor closely bank accounts designated for relief aid to Palestinians, senior law enforcement officials say. The American authorities say some of the bank accounts may be conduits for terrorist financing. The accounts in question are known in Saudi Arabia as “Account 98” funds — the designation Saudi regulators use for money destined for Palestinian charitable works. Similar accounts exist for Saudi money intended for needy Muslims in other parts of the world, like Bosnia and Chechnya. While some Saudi charities have come under scrutiny as part of international efforts to stem terrorist financing, the authorities’ attempts to distinguish between legitimate aid and terrorist funds have been painstaking and inexact.
