Plans for a Europe-wide information security agency are being scaled back, with the likely result an advisory group that leaves final authority over cyberdefense to individual European Union (E.U.) member countries. Telecommunications ministers from the 15 E.U. countries recommended establishing the European Network and Information Security Agency. Creation of the agency will now go before the full E.U. parliament. The recommendation calls for an advisory agency, rather than one with the power to develop and enforce standards for network and information security and employee certification, as originally proposed.
