Secretary of State Colin Powell met on Sunday with the new Palestinian prime minister 20 miles down the road from where Yasser Arafat languishes under virtual Israeli house arrest. Powell had just met with Israeli Prime Minister Ariel Sharon, and the two agreed that security must be sharply strengthened if peacemaking efforts with the Palestinians are to succeed. The secretary of state, who wants to get the two sides started on a roadmap to Palestinian statehood, said the new Palestinian leadership must “dismantle the terrorist infrastructure.” Powell’s meeting with Palestinian prime minister Mahmoud Abbas in this placid, ancient oasis town underscored Arafat’s sidelining by the United States.
