Russian President Vladimir Putin said that a positive outcome to a referendum on a new constitution in Chechnya “resolved” the issue of Russia’s territorial integrity and ended the conflict in the breakaway republic. “The last serious problem in relation to Russia’s territorial integrity has been resolved,” Putin told a meeting of government ministers Monday, after electoral officials in Chechnya reported that more than 95 percent of voters had approved a new constitution. The draft text submitted for approval Sunday to Chechnya’s more than 500,000 voters was aimed at sealing the southern republic’s status as part of the Russian Federation.
