Peace talks between Sri Lanka’s government and ethnic Tamil rebel were clouded Friday when truce monitors announced the discovery of a weapons cache on a rebel trawler hours before negotiations were to resume. European monitors overseeing a year-old cease-fire said they found a gun and hundreds of rounds of assault-rifle ammunition Thursday on the boat in international waters off the island’s east coast.
