Kuwait’s leader sent President Bush condolences Wednesday for the “terrorist act” that killed one U.S. civilian and wounded another, and officials hinted a break in the search for their attacker could come soon. A Kuwaiti Interior Ministry official said an arrest announcement could come soon. “We have important leads,” said the official, who spoke on condition of anonymity.
