The rescue response to the Sept. 11 attack on the Pentagon was plagued by communication lapses and poor organization among local rescue workers, a study has concluded. The study, commissioned by Arlington County, Va., where the Pentagon is, and paid for by the Justice Department, found that unsolicited help only made the situation more complicated and dangerous for dispatched rescuers.
