At the opening session of the United Nations General Assembly in September 1998, just after the terrorist attacks in Dar es Salaam, Tanzania, and Nairobi, Kenya, and the bombing in Omagh, Northern Ireland, I proposed that our concerted efforts should be directed at the jugular in the war against terrorism: the flow of money to terrorist networks.
