The Department of Homeland Security can’t account for why the states of California and Texas are suffering from a disproportionate number of physical attacks against telecommunication cables. In a one page alert, the DHS notes that California and Texas account for a combined 56 percent of malicious attacks with no other state accounting for more than 5%. The report also notes that:
“The geographic concentration of malicious incidents in California and Texas differs. Whereas malicious incidents in California are spread throughout the state, most incidents in Texas were concentrated in the Houston area.”
