Although it has not included a deadline, Congress has proposed high-level exercise led by the DoD in cooperation with the DHS and FBI to prepare civilian agencies to respond to attacks on critical infrastructure. Responding to lawmakers’ claims that the DoD has not adequately prepared, DOD’s CYBERCOM has emphasized that it has an annual exercise that brings together over 100 organizations across the government, industry, international community, and universities for a coordinated response to a mock cyber incident on a national scale. The Government Accountability Office, however, has insisted that a larger exercise of a less tactical nature is still needed.
