A panel appointed by the UN’s top court has urged India to scrap a draconian law giving the military sweeping powers to curb insurgencies, a report said Saturday. The legal experts appointed by the International Commission of Jurists (ICJ) Friday met top officials including Indian Home Minister Shivraj Patil to press for a repeal of the 1958 law, the Press Trust of India said. A government-appointed forum last year called for the scrapping of the law, which allows the military to arrest without warrant or even shoot to kill in disputed Kashmir and seven insurgency-prone northeastern states.
