A Sudanese cease-fire monitor said he expected the Lord’s Resistance Army to honor its truce with the Ugandan government even though the rebels refused to resume talks as the deal neared expiration Wednesday. So far the truce is the main achievement of talks sponsored by and held in southern Sudan, a volatile region that along with eastern Congo has been destablized by the conflict in northern Uganda.
