Myanmar’s military government refuses to investigate widespread human rights abuses including summary executions, torture and forced labor, the U.N. special investigator for human rights in the country said in a report circulated Friday. Paulo Serge Pithier said this “culture of impunity” remains the main obstacle to securing respect for human rights in Myanmar.
