Delays in forming an Iraqi government are creating a dangerous power vacuum, Britain’s defense minister said on Saturday as U.S. and Iraqi troops pressed ahead with a sweep for insurgents north of Baghdad. “Terrorists love a vacuum,” British Defense Secretary John Reid told reporters in the capital before holding a series of talks with political leaders, who are still wrangling over who will lead a new government three months after elections.
