The United Nations formally established a peace-building commission to help countries emerging from conflict, particularly in Africa, avoid sliding back into violence and chaos. The move was one of the key reforms agreed by world leaders during their summit here in September. The 15-member Security Council, in an unanimous vote, and the 191-member General Assembly, by consensus, passed a resolution setting up the new permanent panel. “This resolution is truly historic,” said Assembly President Jan Eliasson of Sweden. He said the goal was “to create a new dynamic, bringing together the UN’s broad experience spanning conflict prevention, mediation, peacekeeping, respect for human rights, the rule of law, humanitarian assistance, reconstruction and long-term development.” Full Story
