The presidents of Russia and Uzbekistan signed a military treaty at the Kremlin on Monday, forging an alliance that reasserts Moscow’s influence in the former Soviet republic, which until recently was a U.S. ally. The deal, which could foreshadow the establishment of a Russian military base there, allows each country the use of military installations on the other’s territory.
