Ukraine, the former Soviet republic whose aspirations to join NATO are opposed in Moscow, is making strong strides toward reforming its oversized military and meeting the alliance’s criteria for membership, U.S. Defense Secretary Donald H. Rumsfeld said Sunday, the Associated Press reports. “Progress has been made and we encourage it,” Rumsfeld said at a news conference with Lithuanian President Valdas Adamkus, who also expressed optimism that Ukraine eventually would join NATO.
