President George W. Bush allocated $2- billion worth of tax breaks afforded to the Liberty Zone created after the 9-11 attacks to pay for the planned extension of the AirTrain from Jamaica Center to lower Manhattan. The allocation, announced in the President’s 2006 federal budget was first proposed in August, will help defray the expected $6 billion cost. The rail link is part of Governor George Pataki and Mayor Michael Bloomberg’s plan to revamp the financial district after the 2001 terrorist attacks.
