The head of the Honduran Congress, who is seeking the presidency, said a referendum will be held on whether to reimpose the death penalty in this Central American country plagued by a spike in murders blamed on rampant gang activity. Legislative chief Porfirio Lobo, in a broadcast address late Sunday, said that the death penalty should be imposed in extreme cases in which not the slightest doubt can exist regarding the criminal’s guilt.
