The Palestinian Authority president, Mahmoud Abbas, ordered his security forces Monday to make “maximum efforts” to stop attacks against Israelis, in what Palestinian officials called their strongest move yet to control the armed factions. The Palestinian cabinet and national security council agreed to the step “in order to meet our obligations in stopping all violence against Israelis everywhere,” said Saeb Erekat, a cabinet member and the Palestinians’ chief negotiator.
