The Global Attack Index released annually by Jane’s Terrorism and Insurgency Center since 2009 has measured a 33% decline in terror attacks in 2018 compared to 2017. This decline in numbers can be misleading, however, as it is mostly due to the destruction of ISIS strongholds across Syria and Iraq. Over the same period, several other areas saw increases in terror attacks, and a government assessment released last September has emphasized that global terror risks and infrastructure has grown significantly since 9/11 in 2001. With attacks in Iraq and Syria by ISIS dropped 75%, Afghanistan became the deadliest country, seeing attacks increase by around 30% and with fatalities a drastic 80%. Globally, the report recorded 15,321 attacks and 13,483 nonmilitant deaths.
