South American cell targeted Jewish sites. Nearly two years before the Sept. 11 terrorist attacks in the United States, intelligence authorities foiled a plot by terrorists linked to Osama bin Laden to strike “Jewish targets” in Ottawa, according to a U.S. Library of Congress report. The report, compiled with the assistance of U.S. intelligence personnel, also says that Canada was one of several countries to which Hezbollah agents based in South America funnelled money to be used for international terrorism. The references to Canada as an alleged centre of interest for Islamic terrorist organizations are contained in the 90-page dossier, which details the activities of organized crime, terrorist groups and drug traffickers in a murky, virtually lawless corner of South America known as the Tri-Border Area — the region where Argentina, Brazil and Paraguay meet. The report concludes that the TBA, which contains some of the largest Arab communities in South America, has been used as a haven by various Islamic terrorist groups for fundraising, recruiting, and plotting terrorist attacks in North and South America.
