“Scotland Yard chief Sir Paul Stephenson has warned there was a ‘real problem’ that some police forces were incapable of combating serious organised crime.
The Metropolitan Police Commissioner said he was disappointed with the Government’s failure to address the problem after dismissing his proposal to merge certain constabularies.”
