Since the Islamic Republic’s founding, the clerical regime has demonstrated a fear of two issues: foreign interference in domestic affairs and a loss of centralized power.

Both fears are intertwined in Tehran’s concern over the country’s demographic geography. Sizable and restive ethnic minorities reside along the borders of Iran and surround the internal Shia Persian majority, presenting border security issues and opportunities for foreign manipulation.
