Pentagon planners should seek constantly to evolve and improve our armed forces through the development and acquisition of new technology. According to Ryan Henry , deputy undersecretary of defense for policy, US military planners plan to create an ?active, layered defense? that covers ?sea space, air space, [outer] space and cyber-space.?

However, US military planners must not rely on a high tech solution as a cure-all. An over-reliance on technology may ultimately leave the US military, and by extension US national security, vulnerable to unplanned asymmetric challenges. Lest Pentagon planners forget their own research, it should be noted that in a report released this summer, US military planners noted that Chinese military planners plan on using the US military?s reliance on high technology as an avenue for attack (WAR Report). In particular, the Pentagon report stated that the Chinese place an ?emphasis on conducting operations that will paralyze the high-tech enemy?s ability to conduct its campaign, including operations to disrupt and delay the enemy campaign at its inception and operations that are highly focused on identifying the types and locations of enemy high-tech weapons that pose the greatest threat.?
