The nuclear-powered aircraft carrier USS Theodore Roosevelt was docked Monday in Cape Town, on a visit to South Africa aimed at building ties to fight piracy and other maritime problems. Lieutenant Brian Badura, the ship’s spokesman, said piracy off the coast of Somalia was one of the key issues in African waters that the two nations would be interested in co-operating on.
